  1 An Act relating to the protection of students from concussions
  2    and other brain injuries.

  1  1    Section 1.  Section 280.13C, subsection 1, paragraph b, Code
  1  2 2013, is amended to read as follows:
  1  3    b.  Annually, each school district and nonpublic school shall
  1  4 provide to the parent or guardian of each student a concussion
  1  5 and brain injury information sheet, as provided by the Iowa
  1  6 high school athletic association and the Iowa girls high
  1  7 school athletic union. The student and the student's parent
  1  8 or guardian shall sign and return the concussion and brain
  1  9 injury information sheet to the student's school prior to the
  1 10 student's participation in any extracurricular interscholastic
  1 11 activity for grades seven six through twelve.
  1 12    Sec. 2.  Section 280.13C, subsection 1, Code 2013, is amended
  1 13 by adding the following new paragraph:
  1 14    NEW PARAGRAPH.  c.  Annually, each school district and
  1 15 nonpublic school shall ensure that each coach has completed a
  1 16 basic course in the signs, symptoms, and behaviors consistent
  1 17 with concussions and other brain injuries as well as basic
  1 18 response protocols for concussions and other brain injuries.
  1 19 The basic course shall use materials available through a
  1 20 nationally recognized education program such as free online
  1 21 training offered for this purpose through the centers for
  1 22 disease control and prevention of the United States department
  1 23 of health and human services or similar training.  Each school
  1 24 district and nonpublic school shall document compliance with
  1 25 this paragraph.
  1 26                           EXPLANATION
  1 27    This bill requires each school district and nonpublic
  1 28 school to annually ensure that each coach has completed a
  1 29 basic course in the signs, symptoms, and behaviors consistent
  1 30 with concussions and other brain injuries as well as basic
  1 31 response protocols for concussions and other brain injuries.
  1 32 The bill provides that the basic course shall use materials
  1 33 available through a nationally recognized education program
  1 34 such as free online training offered for such purpose through
  1 35 the centers for disease control and prevention of the United
  2  1 States department of health and human services or similar
  2  2 training. The bill requires each district and nonpublic school
  2  3 to document compliance with the bill.
  2  4    The bill also provides that an existing requirement that
  2  5 a student and the student's parent or guardian sign and
  2  6 return a concussion and brain injury information sheet to the
  2  7 student's school prior to the student's participation in any
  2  8 extracurricular interscholastic activity for grades 7=12 also
  2  9 applies to grade six.
