Section 35.1, subsection 2, paragraph b, 1 2 subparagraphs (1) and (2), Code 2014, are amended to read as 1 3 follows: 1 4 (1) Former members of the reserve forces of the United 1 5 States who served at least twenty years in the reserve forces 1 6 and who were discharged under honorable conditions. However, a 1 7 member of the reserve forces of the United States who completed 1 8 a minimum aggregate of ninety days of served on federal active 1 9 duty, other than training, and was discharged under honorable 1 10 conditions, or was retired under Tit. 10 of the United States 1 11 Code shall be included as a veteran. 1 12 (2) Former members of the Iowa national guard who served 1 13 at least twenty years in the Iowa national guard and who were 1 14 discharged under honorable conditions. However, a member of 1 15 the Iowa national guard who was activated for served on state 1 16 active duty or federal active duty, other than training, for 1 17 a minimum aggregate of ninety days, and was discharged under 1 18 honorable conditions or was retired under Tit. 10 of the United 1 19 States Code shall be included as a veteran. 1 20 EXPLANATION 1 21 The inclusion of this explanation does not constitute agreement with 1 22 the explanation's substance by the members of the general assembly. 1 23 This bill relates to veterans affairs by expanding the 1 24 definition of veteran in Code section 35.1. 1 25 Under current law the term veteran includes former members 1 26 of the reserve forces of the United States who served at least 1 27 20 years in the reserve forces and who were discharged under 1 28 honorable conditions and members of the reserve forces who 1 29 completed a minimum aggregate of 90 days of federal active 1 30 duty, other than training, and were discharged under honorable 1 31 conditions, or retired under Title 10 of the United States 1 32 Code. 1 33 The term also includes former members of the Iowa national 1 34 guard who served at least 20 years in the Iowa national guard 1 35 and who were discharged under honorable conditions and members 2 1 of the Iowa national guard who were activated for federal duty, 2 2 other than training, for a minimum aggregate of 90 days, and 2 3 were discharged under honorable conditions or were retired 2 4 under Title 10 of the United States Code. 2 5 The bill maintains current law for former members who served 2 6 at least 20 years, but provides that any member of the reserve 2 7 forces of the United States who served on federal active duty, 2 8 other than training, and any Iowa national guard member who 2 9 served on state or federal active duty, other than training, 2 10 who was discharged under honorable conditions or was retired 2 11 under Title 10 of the United States Code shall be included as 2 12 a veteran. 2 13 The definition of veteran in Code section 35.1 is cited 2 14 elsewhere throughout the Code, including in provisions related 2 15 to veterans benefits, employment, education, property taxes, 2 16 and insurance.
