HOUSE CONCURRENT RESOLUTION NO.
BY S. OLSON, L. MILLER, PAUSTIAN, LYKAM, MOORE,
THEDE, and WINCKLER
1 1 A Concurrent Resolution urging the President of the
1 2 United States and the United States Congress to
1 3 protect the Rock Island Arsenal from future budget
1 4 reductions.
1 5 WHEREAS, from the 19th century to the present, the
1 6 Rock Island Arsenal has been a part of the economic and
1 7 government service history of the Quad Cities; and
1 8 WHEREAS, from an employment peak of 18,467 during
1 9 the height of World War II, the arsenal workforce has
1 10 shrunk to less than half that number; and
1 11 WHEREAS, the arsenal remains a major economic engine
1 12 in the region with more than 8,500 employees and more
1 13 than 70 federal and commercial tenants, adding some
1 14 one billion dollars to the local economy and impacting
1 15 14,000 community jobs; and
1 16 WHEREAS, the Joint Manufacturing and Technology
1 17 Center at the arsenal is one of the world's largest
1 18 weapons manufacturing facilities; and has repeatedly
1 19 proven that, for small=quantity orders and specialty
1 20 jobs, it has the expertise, equipment, and dedication
1 21 to the defense of the United States that cannot be
1 22 equaled in private industry; and
1 23 WHEREAS, a reduction at the Rock Island Arsenal
1 24 would not only threaten the local economy, but would
1 25 also jeopardize the readiness of United States forces
1 26 to quickly respond in the war on terror or in any
1 27 future conflict; NOW THEREFORE,
2 1 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES,
2 2 THE SENATE CONCURRING, That the General Assembly of
2 3 the State of Iowa urges the President of the United
2 4 States, the United States Congress, and the Secretary
2 5 of the Department of Defense to protect the Rock Island
2 6 Arsenal from any future reductions or other budget
2 7 cuts; and
2 8 BE IT FURTHER RESOLVED, That an official copy of
2 9 this Resolution be transmitted to the President of
2 10 the United States, the Secretary of the United States
2 11 Department of Defense, and to members of the Iowa
2 12 congressional delegation.
