Section 35A.13, subsection 6, Code 2009, is 1 2 amended to read as follows: 1 3 6. It is the intent of the general assembly that beginning 1 4 Beginning with the fiscal year beginning July 1, 2008 2009, 1 5 appropriations be made there is appropriated annually from the 1 6 general fund of the state to the veterans trust fund an amount 1 7 equal to five million dollars, less any moneys transferred to 1 8 the fund pursuant to section 99G.9A for that fiscal year, 1 9 until the balance of the veterans trust fund is fifty million 1 10 dollars or more. Prior to any additional appropriations to 1 11 this fund, the The department shall provide the general 1 12 assembly with information, on an annual basis, identifying 1 13 immediate and long=term veteran services throughout the state 1 14 and a plan for delivering those services. 1 15 Sec. 2. 2006 Iowa Acts, chapter 1184, section 5, 1 16 subsection 4, unnumbered paragraph 2, as enacted by 2007 Iowa 1 17 Acts, chapter 203, section 1, and amended by 2008 Iowa Acts, 1 18 chapter 1187, section 69, is amended to read as follows: 1 19 Notwithstanding section 8.33, moneys appropriated in this 1 20 subsection that remain unencumbered or unobligated at the 1 21 close of the fiscal year shall not revert but shall remain 1 22 available for expenditure for the purposes designated until 1 23 the close of the fiscal year beginning July 1, 2008 2009. 1 24 Sec. 3. HOME OWNERSHIP ASSISTANCE PROGRAM FOR VETERANS == 1 25 FUNDING. There is appropriated from the rebuild Iowa 1 26 infrastructure fund to the Iowa finance authority for the 1 27 fiscal year beginning July 1, 2009, and ending June 30, 2010, 1 28 the following amount, or so much thereof as is necessary, to 1 29 be used for the purpose designated: 1 30 For continuation of the home ownership assistance program 1 31 for persons who are or were eligible members of the armed 1 32 forces of the United States, pursuant to section 16.54, 1 33 notwithstanding section 8.57, subsection 6, paragraph "c": 1 34 .................................................. $ 1,600,000 1 35 Of the funds appropriated, the Iowa finance authority may 2 1 retain not more than $20,000 for administrative purposes. 2 2 Sec. 4. EFFECTIVE DATE. This Act, being deemed of 2 3 immediate importance, takes effect upon enactment. 2 4 EXPLANATION 2 5 This bill provides funding for the veterans trust fund, the 2 6 injured veterans grant program, and the home ownership 2 7 assistance program for veterans. 2 8 The bill provides an annual appropriation to the veterans 2 9 trust fund of an amount equal to $5 million less any moneys 2 10 transferred to the fund from lottery games providing aid for 2 11 veterans until the balance in the fund is $50 million or more. 2 12 The bill provides that moneys appropriated to the injured 2 13 veterans grant program but not expended by the close of the 2 14 fiscal year beginning July 1, 2008, shall not revert, but 2 15 shall remain available for the program until the close of the 2 16 fiscal year beginning July 1, 2009. 2 17 The bill also appropriates $1.6 million from the rebuild 2 18 Iowa infrastructure fund to the Iowa finance authority for 2 19 continuation of the home ownership assistance program for 2 20 persons who are or were eligible members of the armed forces 2 21 of the United States. The bill allows the Iowa finance 2 22 authority to retain not more than $20,000 of this 2 23 appropriation for administrative purposes. 2 24 The bill takes effect upon enactment. 2 25 LSB 1705SC 83 2 26 ec/nh/8
