  1  1    Section 1.  NEW SECTION.  1.19  Right to purchase health care
  1  2 services and health care coverage.
  1  3    The people of Iowa have the right to enter into private
  1  4 contracts with health care providers for health care services
  1  5 and to purchase private health care coverage.  The general
  1  6 assembly shall not require any person to participate in any
  1  7 health care system or plan, or impose a penalty or fine of any
  1  8 type, for choosing to obtain or declining to obtain health care
  1  9 coverage or for participating or declining to participate in
  1 10 any particular health care system or plan.
  1 11                           EXPLANATION
  1 12    This bill establishes that the people of Iowa have the right
  1 13 to enter into contracts with health care providers for health
  1 14 care services and to purchase private health care coverage.  In
  1 15 addition, the general assembly cannot require any person to
  1 16 participate in any health care system or plan, or impose any
  1 17 type of penalty or fine on any person for choosing to obtain or
  1 18 declining to obtain health care coverage or for participating
  1 19 or declining to participate in any particular health care
  1 20 system or plan.
